A UN meeting today, 3-28-2012, brought together leading advocates on the Human Rights Committee addressing the urgency of international treaty agreements to be better monitored and implemented by country partners. Professor O'Flaherty, Dublin convener, addressed the present process was not strong on content; human rights must be protected on all levels with stakeholders playing an important part in this area. Other panelists stressed the importance of community involvement, on local, regional, and international levels.
Dialogue, among all partners was seen as essential and should be a priority for all. Another idea brought forward was the sharing of best practices as examples of how the Treaty Body System can be improved.
Dr. Ibrahim Salama, Director of the OHCHR, Human Rights Treaties Division, spoke to the basic truth that the human person and his/her dignity must always be upheld in any treaty agreement, thus the need for careful and ongoing monitoring of agreements. A problem cited was the need for more funding in order to better carry out the agreements made. A proposed Training Manual on Human Rights was offered as a further way to improve the Treaty System.
