The 20th anniversary of the CRC is an occasion to both celebrate achievements and identify ways to accelerate progress. Today's panelists were from UNICEF, Brookings Institute, African Child Policy Forum, UNDP, and Safe the Children. All the speakers highlighted progress seen at UN and country levels where children's lives have been improved, legislation has been enforced, and children's voices are being listened to. On the negative side, the speakers spoke forcefully of the neglect of many governments to budget for children's needs and protection. Corruption, is another area that erodes capacity of state institutions to provide services and protect child rights.
Several examples given were 86% of parents polled in Nicaragua reported paying mandatory contributions to teachers. Of 47% of primary school girls in Sindh, Pakistani, reported unofficial demands for money.
To sum: CRC a gov't priority; legal action taken against corruption.
